What is Zoning?
City zoning under Japan's urban planning law divides land into 12 categories (residential, commercial, industrial). Each restricts what can be built and operated.
Minpaku operation also depends on zoning. Always check this first when selecting properties.
Zones Where Minpaku is Allowed
Fully allowed: Commercial, neighborhood commercial
Conditionally allowed: Category I/II residential, quasi-residential, quasi-industrial
Restricted: Mid-high rise residential (Housing Act only, weekday limits)
Heavily restricted: Low-rise residential (Housing Act only, weekday limits)
Prohibited: Industrial-only

Osaka City restricts residential-only zones to weekend-only minpaku operation (no Mon-Thu).
Housing Act minpaku in residential zones thus operate only Fri-Sun — revenue drops sharply. Commercial and mixed zones are realistic.
Central wards (Chuo, Naniwa, Kita) have many commercial zones — most suited.
